  8. One foot must lead the other or the individual will fall.
  9. The first must come before the last.
  10. None may come after the last.
- The Ten Tenets of Totan

Totan is the god of Law, Order, and Unity. His followers believe his tenets are absolute, but the interpretation of each tenet can be highly debated between sects. It is said Totan expects his followers to work toward a harmonious, lawful society. Some followers take that to believe that laws are absolute, while others focus on living harmoniously in the natural order of the world.

Many worshipers espouse the law above all, that through Totan the laws that are crafted are what hold a civilization together. Some of these worshipers separate the law from ethics, and will abide by only the strict letter of the laws. Rules, and obedience to those rules, are what these worshipers believe Totan demands of them.

The prominence of Totan has lessened since the Surges began. While some turned to him in the chaos of the Surges, many more thought him weak and turned to other gods for aid. Many of Totan's remaining followers espouse how the Surges are further proof of our need for Law, Order, and Unity.

Totan followers do not often create temples, they usually worship in any place that seeks to bring about Totan’s will. As such, the houses of worship for Totan are usually Courthouses, places where lawmakers assemble, such as the Hall of the Ten in Sharolia, or anywhere that exemplifies unity toward a common goal. It is not uncommon for a symbol of Totan to be seen on the doors of Courthouses or ruler’s council chambers. The Temple of the Last Monks in Rodbar, is one of the only known temples in the world built specifically toward Totan’s worship.

The Order of the Gavel is based in Sharolia, at the Hall of the Ten. These worshippers follow a strict organizational structure. Worshiper ranks are: Barrister, Judge, Justice, Arbiter and High Arbiter. This works both top down, and bottom up. The High Arbiter chooses Arbiters, the Arbiters choose Justices, and so on. A conference of all the other ranks decide on the next High Arbiter, who is appointed for life.

The Guardians of Order are well known across Ashriya as many of their ranks are considered heroes. These followers believe that Unity with others and working together can bring about the order Totan asks for. They are often known to be peacemakers, asking people to put aside their differences to aim for a common goal. There is no hierarchy to The Shield of Totan, other than deference to those who have accomplished the most deeds in Totan’s name; every member upon joining is simply called “Shield-mate”.

Totan followers usually wear demure colors such as beige or brown.
