Barulis

GOVERNMENTAL STRUCTURE

There are nine Lands, and two territories in Barulis. Each of the nine lands has a Councilor, who sits on the Emperor's Council. The Councilor is often hereditary or bequeathed.

In contrast, the two territories are run by Overseers appointed by the Council.

The "Emperor's Council" is a title. There isn't really an emperor and Barulis itself is considered the Emperor "who rules all".

Each Land has several estates. The estate leaders all comprise the House of Lords. Lorander is the Speaker for the House of Lords. The Speaker isn't a Lord himself, but as he carries the voice of all of the Lords, he wields considerable power.

There is historically much conflict between the House of Lords and the Emperor's Council. Lorander's rise as Speaker has led to some more harmony in the governing of Barulis, though the word on the street is that the Emperor's Councilors have been arguing amongst themselves. They can't come to agreements and the House of Lords has been making many of the decisions.

The official color of Barulis is purple.

GENERAL POPULATION

The General Population of the Barulan Empire is largely feudal. Most people are content to live their own lives under the rule of their Lord or Lady of the Estate. Most are very loyal, as Barulis tends to be overly affluent. Even the meager stable boy in any given estate is well-fed, not overworked, and free to own chattel. People are free to marry whom they wish and often marry within Estates, but across lands. Every land within each of the estates is filled with opportunity to learn a trade. There is neither a shortage of farmers, nor of cobblers, seamstresses, or masons. Accordingly, there is little oppression of the so-called 'underclass'.

MILITARY

The Barulis army is the finest in Ashriya. With scores of soldiers, weaponsmiths, and armorers, the Barulan military forces are unparalleled. Each Lord employs two Knights who police their particular land. Each Lord or Lady also is responsible for their own armies, and most armies tend to be comparable. Disputes in land borders are usually resolved in the Council Room and not on the battlefield.

Additionally, during every Rise of Terres, contests are held. Any person may approach their Lord and seek to become their Knight in contests and trials determined by the Lord or Lady. The Lord or Lady may also appoint Knights at their whim or as a reward for services rendered to them.

Water Guard are the ultimate soldiers in the Barulan army. Any Lord or Lady may submit a nominee for Water Guard to the Emperor's Council whose decision is always called 'unanimous' to the public, though the discussion behind closed doors is unknown. There is no limit to the number of Water Guard for any particular estate, though they are generally approximately equal to avoid contention. An estate with more Water Guard is perceived as being in favor with the Emperor's Council.

One Water Guard is elected by the vote of all the Water Guard in a given Estate to be Division Leader. That election can be overruled by the Emperor's Councilor.

LAW

The laws of each Estate are often specific to the Lord or Lady. There are thousands of volumes of laws in Barulis, with rulings as petty and meager as how much water may be fed to horses based upon the size of said horse. However, enforcement is often subjective. The only law that pervades all of Barulis is that the creation of mindless Undead is outlawed. All Undead must be registered, and wear a magical sash which is applied by a member of the Guard.

RELIGION

All religions are free to be practiced in Barulis, except for the worship of Kammatt. There is complete religious tolerance otherwise.

MAGIC

There is currently no formal Mage Guild in Barulis. There was a Guild in the past, the last Guildmaster was Kai Naldurg of Merces in Sulminster, who married the Lady of Merces. A few years ago, Naldurg's right-hand man, Ingmar Zolofsky, went to Derrickham on a diplomatic mission and never returned. Shortly thereafter, Naldurg himself went to investigate, and he also never returned. Accordingly, the Mage Guild was disbanded, and the Speaker of the House of Lords absorbed matters of magic directly under the control of the House of Lords. Surprisingly, the Emperor's Council also agreed to this move.

The Lakewall

Over 12 years, beginning in 6 AOD, Lord Mansapati, the elven ruler of Barulis constructed a wall to encircle the town and the lake, which fed the city. The wall was made of stone and highly defensible. To this day, the Lakewall is considered one of the greatest structures ever built in Ashriya.

When Barulis was infiltrated and taken over in 51 AOD, many sections of the wall were either destroyed or fell into disrepair. After the Return of the Waters, the wall was even less relevant. Under the protection of the Barulan Empire, the people of Singo and Tamecht used large stretches of the wall rubble near their towns with which to build new constructions. In many places the entire walls was torn down, though its foundation still remains complete.

As such, the architecture of both Singo and Tamecht in the present day consists primarily of stone central governmental buildings with wooden buildings on the outskirts. The wealthier citizens tend to live in finely appointed stone buildings, while the general populace of farmers (Singo) and craftsmen (Tamecht) live in simple wooden structures.

The 'Traitor's Gate' to the northwest of the city of Barulis remains intact and has been preserved as a historical landmark. During the drought, this gate was used to give trader's access to a defended section of land outside of the city proper. It's sanctity was breached in 51 AOD, leading to the creation of the current government of the the Barulan Empire.

Barulis takes a lesson from Tangel and begins efforts of their own, to create a library. It is unsure what their motivations were whether it was a power ploy pitted against Tangel or a pride issue. Either way they made no qualms about their intentions to out do Tangel.

Lord Mansapati, the elven ruler of Barulis had the intuition to protect his lands. He began construction of a wall, which encircled the town and the lake, which fed the city. It took 12 years to complete the Huge wall.

A pack of bandits entered the halls of the Barulian Library which prior to the Turning was reputed to be the greatest in the land, and set to work in tearing through for information. Very little was taken initially but their torch lights were spotted from outside and they were confronted. A small skirmish ensued that caused major damage to the library especially as they set the tomes and scrolls to burn as a distraction as they tried to make their way out.

When the fires were put out restoring the space was not a priority so the library remained in shambles. This incident did cause construction on the Lakewall to move ahead faster and tnearly half the wall was erected in the last three years of construction.

After the Death of the Lord of Barulis power passed to the human Lord Norbert, who decided that his people needed some access to what was happening in the rest of the world and installed what was called the Traders' Gate. People from the outside world would bring goods to trade for water or other items made by the craftspeople of Barulis. The gate was completed by the Autumn of that year.

At this time, a woman by the name of Seera Tookaki, a Mystic necromancer, was leading a group of adventurers who sought their fortune and water all across the known world. They came to Barulis to trade some of the components and weapons they had acquired in their travels. Somehow, Seera was able to make her way out of the highly secure Trader's Square and saw the wonders of Barulis. The technology and magic that had been fabled from before the drought was still in place in this wondrous city. After that first look, Seera new the wastelands of this world could no longer sustain her.

She returned to her group, the Crimson Flame, and told them of the power and riches within Barulis. Then she revealed her plan. In their journeys, the Crimson Flame had met many other adventuring groups, so Seera began to contact them and determine their worldviews. Of the twenty-three groups she approached, she found eight others who she deemed worthy for her great plan.

Over the next year, Seera brought the parties together and went over her plans in grueling detail. On a cold night four of these parties enter Barulis as traders, while the other five took positions around the city, their mages constructing powerful rituals for hours before midnight. The parties in Traders' Square were well known to the guards and merchants and welcomed happily within the city. They spent hours chatting and drinking with their friends until a messenger came running to them through Traders' Gate.

Panting, he knelt before Seera and said, 'The midnight hour is upon us. All are ready.' With a smile, Seera stroked the messenger's head and turned to her companions. 'It begins now.' To the utter surprise of those engaged in jovial conversation, all of those with Seera and the other groups in the Square, slaughtered those they were talking and laughing with moments ago. Seera and four other necromancers raised all who had fallen and Seera brought them through secret passages in the Square and into Barulis proper.

At the same time, a signal flame shot high above the walls of Barulis and the ritualists outside the walls activated their magics. Great destruction fell upon the city that day and the wall was breached in five locations to allow the warriors of the Nine Parties to enter. The battle lasted for six months as the inhabitants of Barulis fought fiercely to maintain their homes. By this time, the gate to the outside world was being called Traitors' Gate as the people realized many of the undead they were battling were their own friends and family who worked in Traders' Square.

In the end, the city was utterly decimated. Some of the various group members took what loot they could and fled Barulis, but many stayed were they were to become the lords of their new home. Seera quickly established rule and created the Council of Nine. The Council consisted of one member from each group who joined in the sacking of Barulis. Members were chosen from amongst their group for the lifetime position and one amongst the Council was chosen as the Head who voted only in cases of ties. Seera, to no one's surprise, was chosen as the first Head. The Council ran the city and actually became quite efficient.

In the present day, the city is run pretty much the same as it was then. The groups had each set themselves up in different areas of Barulis when it was taken over and any of Barulis's original inhabitants who stayed were accepted into those areas. Innitially the nine districts bore the name of the Parties who sacked the City, the names have evolved slightly but still reflect the group that held that section initially.
