Gag that induces Silence

Would it be possible to create from mundane materials (just a cloth or whatever) A gag that would induce the silence effect and require Escape skills to remove? I was thinking about physical binds and thought this could be a cook tweak.

If not that's cool, just thought it would be an interesting wrinkle to the Physical Bonds rules.

Hey! As a player I actually support this. It's a cool mechanic, that I think wouldn't be game breaking.

As a note it should require "Target must be incapacitated, willing, or unable to resist (ie maimed to a potato)"

I can think of several ways to abuse this sort of item. Strongly recommend against it.
