In general, yes.
But take a look at the skills in the Rulebook. They should have a requirement listed. If there is none, then there is no weapon use requirement.
For example:
Archery, Strongbow
Cost: 3 SP / 1 AP
Allows an archer to cause Crushing damage with a single arrow.
Archery, Sure-Shot
Cost: 3 SP / 1 AP
Allows an archer to cause Body damage with a single arrow.
Piercing Strike
Cost: 3 SP / 1 AP
Piercing Strike allows a character to deliver a strike through a foe’s defenses which deals Body damage instead of normal damage. This must be delivered by a sword, dagger, spear, or other pointed weapon. This skill can be stacked with other skills.
Precision Strike
Cost: 5 SP / 1 AP
Precision Strike allows a character to attack for 2 additional points of damage with edged or projectile weapons.
Waylay, Basic
Cost: 5 SP, 1 AP
Waylay allows a character to deliver the "Waylay" effect with an attack from behind by striking the target on the back with surprise between the shoulder blades with a short weapon.
